Platform workers and social security: Recent developments in the Americas – ISSA – August 2023

A considerable percentage of workers in the Americas work in the platform economy, whether this is their main or complementary source of income. The easy access and flexibility of the platforms represent an alternative to traditional forms of employment, but they also open the door to irregular and precarious working conditions, such as the lack of social security. Initiatives to address regulatory gaps have recently been launched in several countries, promising to improve the protection of platform workers and realize their fundamental right to social security. This article describes the reforms and developments in the region, which have already affected, or may affect, the employment situation and social protection of this type of workers. One of the conclusions of the document is that the initiatives to regulate the platform economy are in full harmony with the evolution at the global level, but the lack of legal framework to extend labor protection and social security to these workers has given rise to limited protection, and in that sense, new advances and changes try to remedy this situation.
