For the purpose of strengthening FIAP’s contacts with international organizations involved in the study and implementation of Social Security reforms, and upholding the principles and good practices of the operation of the second individually funded pillar, the President of FIAP, Guillermo Arthur, visited Paris, France, at the end of May 2016, to meet with Pablo Antolín, Chief Economist and Head of the Private Pensions Unit of the OECD. On the occasion, the pension reforms being discussed in Colombia and El Salvador, among other issues, were analyzed. Subsequently, at the beginning of June, and with the same objective as every year, the President of FIAP attended the Conference of the International Labor Organization (ILO) in Geneva, Switzerland.
Global Pension Alliance
To the same end, and within the framework of the cooperation Protocol that FIAP subscribed with the Global Pension Alliance (GPA), the President of FIAP attended the first plenary meeting of the GPA on June 15, 2016, in Rome, Italy. The GPA is an organization that brings together different institutions, which like FIAP, pursue the development and strengthening of private pensions and it is formed by the following entities: The American Benefits Council (ABC); European Association of Paritarian Institutional of Social Protection (AEIP); Multi-Employer Benefit Council of Canada (MEBCO); National Coordinating Committee for Employer Plans in the USA (NCCMP); Pensions Europe; Association of Superannuation Funds of Australia (ASFA); and Nacional Conference On Public Employee Retirement Systems (NCPERS).
LFIAP is convinced of the importance of organizing events to promote knowledge and the exchange of experiences that strengthen sound practices in pension matters. The GPA plays a fundamental role in this regard. Thus, in the first plenary meeting of the GPA, a consensus regarding the purpose and scope of the Institution’s activities was reached with all the subscribing institutions. FIAP’s President also referred to FIAP’s objectives, the main advances and results of the individually funded programs, and the challenges facing the system for providing better pensions to workers.
Regarding the scope of activities of the GPA, all the attendants agreed that the institution should operate mainly as a platform for exchanging information. The GPA could carry also carry out promotional activities whenever there is mutual agreement on a specific issue, with common goals. At a later stage, an educational component could also be considered. In the long term, the ultimate purpose of the GPA is to be recognized internationally as the common voice of the pension industry.
Regarding common policies and activities, all the attending parties agreed that the GPA should work on the basis of a process of consensual and voluntary decisions; the GPA should use both proactive and reactive approaches in establishing its positions.
Regarding membership of the GPA, all the attending parties agreed that this institution should be a coalition of associations, not allowing individual companies to join the Alliance. The attending parties agreed that the members of the associations that are members of the GPA, will not be allowed to join.
The executive committee, consisting of a representative of the institutions of the GPA, named AIEP – The European Association of Paritarian Institutions, as President of the organization (for 1 year, rotating), and will be represented by Bruno Gabellieri. In turn, Francesco Briganti was appointed as coordinator and responsible for planning the activities of the GPA at this early stage. The governance structure, policies and procedures of the GPA will be discussed in September 2016.
